This is a kind of 'mash up' of a famous piece of poetry by Gerallt Lloyd Owen, 'A fu ddoe a fydd o hyd' (What existed yesterday, will always exist) But by changing the order, as here it becomes 'Yesterday has passed, will Tomorrow be'? By coincidence i 2014 (a decade after this was made) I found on the web these tribal carved figures from Affrica, some of which are twin headed Janus figures just like this image, and they are called 'Ti Bala' figures.. which in Welsh reads as 'You Bala'. http://www.RANDTribal.com/Lobi_ti_bala_janus_2.html
